Failed to fix anomaly!

According to product description the item did not cure my rear brake lock up problem when braking hard! Brake pressure bias was not affected at all even with max adjustment.

So on the proportioning valve knob it says one direction to increase and the other direction to decrease the pressure. I'm a bit confused and would like some clarification on this, if I want to have the rear brakes apply a bit more do I decrease or increase the pressure?

The main body of my valve was slightly loose when i got it. Being curious i unscrewed it and the small brass bushing with the teflon washer and spring washer fell out. How does this go back in? I am guessing the teflon side down and the brass bushing towards the spring.
