Manifold mounting holes too small

You must expand all three manifold mounting holes to install these. I bought them for use on a tri-power setup to eliminate the air/fuel mixture screws on the outside two carbs. Good enough but the bases do not match the manifold studs and the holes had to be drilled to 15/32 which, by the way, is the diameter of stock Stromberg base holes.

Does this secondary base fit Speedway 9 Super 7 or only Stromberg 97? I purchased three 9 Super 7 primarys before secondarys where available. Running 3 X 2 progressive on Sharp manifold on '48 flathead V8. I've screwed down idle circuit screws all the way and backed off idle adjust screws so throttle butterfly valves are closed, but there is still suction flow at both front and rear carbs. Will these secondarys close the carb better?
