The exact engine you have may change the exhaust flange required.  Most of the GM Performance 350 engines would be better off with the 1 5/8" flange 31179600622 to seal up properly.  Then if you want to step up to a 1 3/4" tube size you can.  The exception would be GM engines with the aluminum Fast Burn heads such as engine part number 19333157.  We do not currently offer the proper header flange for those heads.

Will these fit a GM performance 350 crate engine?

23 degrees refers to the valve angle.  All stock small block Chevy cylinder heads have a 23 degree valve angle.
