Offset Vega Pitman Arm

Note: My original purchase came with the flat pitman arm I called Speedway and ask if I could have the offset one. They told me no problem just send in the flat one and the offset one would be sent right out - no charge and he even added no shipping. This is why I do buy parts from Speedway. Thanks

Is this pitman arm forged steel?

Can this pitman arm be installed on a vega box upside down, so it actually raises the draglink up instead of dropping? My draglink is about 2" lower than my tie rod and this would possibly raise it up so my steering components would be all parallel. Plus I'm having problems with my steering box interfering with my engine mount, and this could let me lower the steering box down a touch for more clearance. Or is this a bad idea, causing drivability issues?
