why do you NOT install valve guide seals on the exhaust side?? 1949 V8 Flathead

these valve guide seals go in the top groove of the guide? These guide seals are on a flathead. Some info i have seen shows seals on all guides for before 1950 and only intake after 1950 but nobody says where to put them but i can only see the top groove of the guide working.
