They need to keep your engine’s hot exhaust gasses inside the header as the exhaust passes from the cylinder head to the header and on through the exhaust system. This allows header removal for engine or cylinder head service without having to worry about spending time scraping dried and burnt paper gasket material off your headers and/or cylinder heads.
