Lower pulley 91015494 and upper pulley 91015462 will work for your 30% reduction short water pump application. Yes you will need to machine or drill the upper pulley to 3/4" for that water pump. I recommend using a step drill bit (Uni-bit) in a drill press or take it to a machine shop to have the center hole enlarged to 3/4". Do not use a hand drill as there is no way to keep the hole straight and centered.
