With the extreme valve spring pressures racers use today, the initial run time can kill a camshaft in the first minute of running.
The big time engine builders use these 1.3 ratio rockers to allow a run-in time for the camshaft, then the 1.3 rockers are removed and the normal rockers are reinstalled and the engine is ready to race or dyno.
