how big are the lug stud wholes? i run over sized lug studs 5/8 was wondering if the lug stud whole are this big or if I will have to drill them out.

Yes the lug holes will accept 5/8" studs.

The rule reads as follows: Maximum seven inch wide, three to four inch offset, unaltered, D.O.T.-stamped steel wheels with standard bead bump - must weigh minimum 21 pounds. No wheel spacers. One inch O.D. steel lug nuts required. This wheel is not DOT certified.
