Speedway now offers the stand alone emergency brake system you asked for. Kit includes a 3/16" steel rotor, special pinion adapter, aluminum U-Joint girdle, Wilwood mechanical spot caliper, and all hardware.
I needed to add an E-brake to my T-bucket. This kit was designed for a 9" Ford rear but I have an early 60's Olds rear with a front drop-in third member. With some time and thought, I was able to fabricate an adapter plate to make this work for my aplication.

If you have the pinion mount E brake and it is making noise and to eliminate the noise you can simply pull on the brake lever a little all you need to do is adjust the cable to take up the unnecessary free play. The caliper could be going back over center and making the pads partially engage or the linkage hit the rotor disc.
