This regulator is made for use up to 9 psi. It is possible that you could get it to go higher than that but it I would suggest looking for a regulator designed to work in the pressure range you are after.

Says to use a return line in the instructions. Was wondering where the return line hooks up to regulator? It says to block off one outlet port using this product number with a single carburetor but notes a return line is needed and there is a port but I don't see one anywhere. Thanks

The Holley instructions are written for several regulators and this particular one does not use a return line. Connect the inlet to the fuel pump and the outlet to the carburetor. This fuel pressure regulator has two outlets and you can use both or just one if needed. Simply plug the second outlet if not using it. There is no return line used with this regulator.

The AN10 male to 1/2" NPT male adapter for the inlet and outlet is part number 6176050 and a plug part number 6176206 can be used for the other outlet.
