You may be able to use a router to cut a hole into the plywood. The problem is that the depth of the flush mount D-ring is 3/8ths. When people install these into there floor they actually cut a hole through their floor, and would install metal tubing under the floor that connects to the trailer frame for strength. If not properly supported you may run into all sorts of problems after installing and the walls have very littler strength for lateral side load.
