How is the 8 3/4 measured from what point to what point is it center of the ball joint to center of the hiem joint? Or center of ball joint to the cross bar mounting flange?

The 8 3/4" length measurement is from the center of the ball joint to the centerline of the front and rear rod ends. If you hold a straight edge at the center of the front and rear rod ends and measure to the center of the ball joint you will come up with 8 3/4" in the middle of the adjustment range of the threaded tubes.
