Quick Time does not give a torque spec. You will need to follow the factory torque spec or the torque spec provided with your bolts (if provided) when using aftermarket bolts.

For a 2 piece rear main style crank you will need flexplate part number 91048366. If running in a IMCA sanctioned class such as sport mod or hobby stock you will need part #91048359

The IMCA rule reads as follows: One steel or aluminum OEM style/size flywheel or steel OEM style/size flexplate allowed, must be bolted directly to end of crankshaft. This flexplate is not OEM style and would not pass tech inspection

This is built for the 350 balance but if you were using a 400 you could add the balance plate to make use of this flexplate.
