The crossmember does not dictate the length of spring used. To determine the correct spring length you need to know the spread between the perch bolt centers on a spring over axle or the spread between the spring pivots on a spring behind axle. You can refer to the spring measuring tips here: http://static.speedwaymotors.com/images/charts/SpeedyTip_Springs.jpg

This x-member has 6 degrees already built in.

This cross member itself does not come with built in caster you can add it in when it is installed depending on how much rake you want for your vehicle (approx 2-3 degrees) with your axle having a positive (towards rear of vehicle) caster of 4-6 degrees.

Part # 91657012 When welding this into your frame you may want to consider the ride height and rake angle on the frame. For the hot rod enthusiast with a radical rake on the frame you may want to tilt the crossmember rearward to compensate for the angle. Desired castor in the front axle is 5-7 degrees positive and to eliminate spring bind when not using adjustable pivot bolts setting the cross member with the 5-7 degrees angle helps with this problem. A mock up on desired rake or frame drop in the front will help determine how much lean back is actually needed.

1- Is the 5-7 degree caster measured from the very top center of the crossmember from the frame rails? 2- I'm building the frame with a bare engine block as a reference, how far infront of the block do I mount the crossmember that is a safe distance to clear balancer/ water pump/alternator/electric fan and one day weiland 8-71??

Caster is measured at the king pin. You want to also have the crossmember match the same ammount of caster you will have to avoid bidnign of the spring shackles. The crossmember can be mounted wherever you want if you are bulding a custom frame. I dont have any references that I could share based on the engine location.
