The mount pads i removed from my '29 model A have 2 holes for bolts, why do these only have 1?

The early Model A’s headlight bar mounting pads are different from the ’32 in that thy have one hole for a bolt to go through and a larger hole for the protrusion on the back of the bar. The pads are not visible once installed as opposed to the later years. If you have a pad with two holes you are probably using a later headlight bar pad.
